Have you tried using rogaine? Plenty of people swear by it's hair growing abilities! Me personally, I've never tried the stuff, really I never had any use for it, but still, I've heard good feedback on it. If you are ethnic, or to be frank, black; try using some hair grease called "Don't be bald" it works for alomost $8 a jar!
